Why is there a difference between HEIs and commercial organisations?

There are areas on the website that UCAS Media deem inappropriate for member institutions to advertise in. These are the homepage, 'Apply' and 'Track'. For example if an applicant is in 'Track' making their application then it would be inappropriate for another institution to be trying to recruit them at that point through advertising on our site.
